 
Icey Dragon Balls are Icey Shenron's Dragon Balls. They are stone until winter. Only until winter, they can be used, and then Icey Shenron is Summonned. The Icey Dragon Balls can grant 2 wishes and then they turn to Stone again and they scatter across the world.
