Chōkyō is an Akatsuki member who tortures his enemies. His name translates into torture in japanese. He has the ability to bring someone's worst nightmares to life. He has captured many jinchuuriki that way. Chōkyō currently helps Tobi in the Fourth Shinobi World War.
